Here’s how to do it.
Apply your favorite moisturizing skincare product (serum, eye cream, mask, face oil)
Gently roll with the spiky part first in a circular or zig zag motion around the eyes, concentrating on the lines and wrinkles
Then use the ball part to de-puff working from the inner corners out
Can also be used throuout the day without skincare application to refresh eye area
 
To clean your tool, just  occasionally run it under soap and water or use a wet paper towel / alcohol pad. You don't have to wash it after each use if it's only you who uses it.
